대학생에 대한 학자금 지원을 하는, 교육부 산하 위탁집행형 준정부기관. 참여정부 이래 폭등한 대학 등록금에 대해 이명박 정부에서 대학생의 부담을 조금이라도 덜어주려 정부에서 만든 재단이다. 2009년 5월 당시 사회적인 이슈였던 높은 등록금 문제를 해결하기 위해 설립되었으며, 이에 따라 기존에 한국학술진흥재단, 한국과학재단, 한국주택금융공사에서 각각 하고 있던 학자금 지원사업을 승계하였고 종전의 한국과학재단과 한국학술진흥재단에서 장학 및 학자금 지원사업을 담당하던 인력 역시 승계하였다. 이외에도 학자금 대출과 상환, 장학금 선정 및 수혜 등의 업무와 지도자 코멘티, 지식봉사활동 등을 수행한다.
